Three rules. Length: use a rigid ruler along the dorsal (top) side, pressed firmly against the pubic bone, to the tip. Circumference: use a flexible tape around the thickest part of the shaft. State: measure fully erect, in a warm room, and not immediately after exercise. Self-measurements are systematically larger than clinician-measured values because the pubic-bone pressing is harder to control on yourself.
